Unique Substance Use Recovery Facility Opens in Roseville

ROSEVILLE, CA (MPG) - Services debut the week of Feb. 25 at The Harbor, a new 16-bed recovery residence that promises to bridge critical gaps for people seeking treatment for substance use disorders. Located in Roseville, at the same site as the Sun Rose permanent supportive housing complex, The Harbor is now accepting referrals. It is designed to provide a safe, supportive environment for Placer County adults actively pursuing recovery.

Developed with funding from a Behavioral Health Continuum Infrastructure Program grant and the American Rescue Plan Act, The Harbor offers services to individuals awaiting placement in residential treatment programs as well as to those exiting residential treatment programs to a lower level of care – a unique dual model.

“What makes The Harbor truly stand out from other programs is its flexibility,” said Amy Ellis, the county’s Adult System of Care director. “Whether someone is transitioning from inpatient care or waiting for a spot in a residential program, The Harbor ensures they’re not left to navigate recovery alone. Right now, the average wait time for residential treatment averages about three weeks. Without a stable place to go, individuals are at risk of falling back into old patterns or facing crises such as homelessness, arrests or emergency room visits. This is a model that prioritizes progress.”

Though the programs are separate, The Harbor’s colocation within the Sun Rose Apartments building supported a smooth transition. Both programs are operated by local nonprofit AMI Housing, a nonprofit with a long track record in Placer County of operating housing for behavioral health clients.

“The Harbor offers a supportive environment designed to help clients stay on track with their recovery. To live here, residents must commit to not using drugs or alcohol, and each day, clients participate in at least one recovery-focused activity,” said Jennifer Price, CEO of AMI Housing. “The program is built to provide stability, accountability and the tools clients need to move forward in their recovery journey.”

“This facility doesn’t just benefit the individuals it serves; it strengthens our entire system of care,” said Director of Health and Human Services Dr. Rob Oldham. “The Harbor allows us to move people more quickly from inpatient treatment to a structured recovery residence, opening up critical beds in our residential programs.”
